Sunday the Sixteenth of August, Two Thousand and Nine
I suspect this is a question with immense psychological ramifications.
Ignoring all other considerations (rising heat, stairs, street noise, ease of burglary, &c), would you rather live on the top floor of a building, where you wouldn't have to worry about the neighbors above you making too much noise, or on the bottom floor, where you wouldn't have to worry about whether you were making too much noise?

Depends on whether I'm living alone or not. Alone, it takes a hell of a lot to annoy me or keep me up, so I'd probably choose bottom floor. Married, I have to consider the feelings of my spouse, so I'd probably choose top floor. We live on the top floor, actually. Works out pretty well.

Top. Absolutely. Have done both. I wind up feeling claustrophobic when there are people living above me.

Having spent the past three years living in basement apartments, I can definitely say that the noise of the upstairs neighbors doesn't bother me. The lack of sunlight really gets to me after a while though, so I'm willing to take the risk now of being a noisy upstairs neighbor myself.

Oh, Libby adds an important wrinkle. I certainly wouldn't live in a basement apartment again. First floor in a place with no basement dweller for me.

Well, Moss, I would never live in that basement apartment again, for sure. (Exactly how much of the blogmass resided in 8 Maryland Ave Apt B at one point or another?)
I've seen the downsides of both upstairs and downstairs and really, and truly, I would probably never live in an apartment again, unless I somehow found myself in Manhattan. I guess I would mostly prefer upstairs since I am mostly a quiet footed soul, although as Tim says, "fitness games" have changed everything.
